Compiled by assembly secretary - Raina RominaAfter being gathered together by Roxie Rasmussen, she gave us some startling news: A partnership of the Sim Historical Preservation Society and the Neighborhood Partnership Program will be giving the town a grant of $100,000 per year for so long as the town "requires the funds for proper town operations and the population is less than 50 sims. This is a similar deal Simmington Hills received and we are happy to get it. The money will be given every star year to be used for the next 7 years. This first star year we are receiving $400,000.
First order of business: Determine a spokes personAfter heated debate we realized we need to have a spokesperson to control the meeting. Leland
Bishop was offered the position but he declines citing his affiliation with the police force, stating that he wanted to just catch the criminals not judge them and make their laws too. He proposed that Ernesto Addario be spokesperson and he agreed.
Second order of Business:
Determine the Major use of the $400,000Each of the sims within Mrs. Silver's Boarding House wanted different things from the money. The following were proposed:
- Zola Masego proposed a school since before 7 years from now her children would need to go somewhere.
- Raina Romina proposed a police station, since she thought it would help Leland do his job. several comments about Tuon were made.
- Peace Hearth proposed that the music hall be opened up.
- Leland seconded the police station. he said he would love any help he could get.
- Ernesto Addario proposed that the town hall open up so we could start a proper legislature.
- Tuon Katashi proposed we split the money between ourselves.
After these propositions it was decided that the majority of the money would go to capital projects needed to pay for the most needed community buildings. The following building were proposed:
- Hospital
- Town hall
- VETI
- Police Station
- Music Hall
- Public School
- Museum
- Newspaper
- Cinema
- Skate park
- Fire station
Each sim present listed the three project most important to them in order of importance. Projects of first importance were given scores of 3, of second importance, a score of 2, and third importance a score of 1. The scores for each project were then added up and the top projects were given precedence.
The totals were:
- Town Hall - 7 points
- Medical Center - 6 points
- Police station - 6 points
- School - 5 points
- Music Hall - 4 points
- Museum - 3 points
- VETI - 2 points
- Skate park - 1 point
- Cinema - 1 point
- Newspaper - 1 point
- Fire station - 0 points
the project to be funded are;
- The Town hall will be funded for a total of $120,000.
- The School will be funded for a total of $130,000
- The Medical Center will be funded for a total of $73,000
- The police station will be funded fora total of $50,000
The sum of $373,000 will be put toward buying the community building listed above. However we still need sims to run them.
Third order of business: Allocating the remainder of the moneyThe remaining $27,000 will be used for the upkeep of the existing community lot, the Village Green and salaries of people running the new lots.
Roxie told us that the cost to maintain a community with essential personnel and utilities runs at $500 a year for non-specialty lots. $3,500 has been allocated for the Village Green.
We voted for which positions we would like to fund and how much we would like to fund them for. All funds are per year. The following were proposed;
- The Town spokesperson/defacto mayor - $500
- The local head of police -$500
- The local doctor- $700
- The public school teacher -$500 (starting in 2010)
- The newspaper editor- $100
- The webmaster - $100
- Any town assembly people (between 3-6 people)- $200
Constraining factors included: The only doctor we knew that was willing to relocate to Silver Grove Valley was Bunny Fox and she insisted in earning at least $700 a year on top of her practice salary in SimCity. We had no candidates for a public school teacher at this time. The current newspaper editor and webmaster positions were volunteer.
This led us to a budget of $3,000 a year, $16,400 over the seven year span given that the doctor's salary would start in 2008 and the school teachers salary would start in 2010, leaving $7,100 to spare for emergencies.
Fourth order of Business: Determining the employees for paid positionsIn a 5 to 1 vote is was determined that the town spokesperson, newspaper editor and webmaster would remain the same.
In a 5 to 1 vote it was decided that Leland Bishop would be the local head of police since he has the most experience of any local sim.
In a unanimous decision it was decided to request Bunny Fox to relocate and become the town doctor. since she cannot move it before the moon year her salary will not begin until 2008.
There were no candidates for the public school teacher, we decided to revisit the issue in 2009 and advertise in the paper for a teacher.

Fifth order of business: Voting in assembly personsWe also voted for minimum requirements to sit as an local assembly person. Any person desiring to sit as an assembly person must meet the following criteria:
- Have a minimum of a 250 community score.
- Have at least 3 friends not related or in your household.
These minimum criteria may be raised at any time if there is more than 7 possible sims for the assembly.
According to these rules the following people are sitting as assembly people:
Ernesto Addario Spokesperson- community score of 504, 4 friends
Leland Bishop - Vice spokesperson - community score of 585, 5 friends
Raina Romina - Secretary - community score of 360, 5 friends
Peace Hearth - Treasurer - community score of 252, 7 friends
At this point Tuon Katashi stormed out the room. Zola shrugged and stated. "I never much cared for politics, so as long as I can voice my concerns I don't care."
